About the Author

Carol J. Bova found a new lifestyle as a writer in 2004 after moving from California to Mathews, Virginia, a rural Chesapeake Bay peninsula. In January 2012, she and G.C. Morrow co-founded the Ditches of Mathews County, a grass-roots volunteer project, to investigate and offer information to the Virginia Department of Transportation to help resolve highway drainage issues impacting landowners. When her research uncovered a history of VDOT-created myths used to avoid basic ditch maintenance for decades, Carol began compiling the information used in Drowning a County. In 2012-13, Carol served on the Steering Committee for the Piankatank, Milford Haven, Gwynns Island Water Quality Improvement Plan approved by the U.S. Environmental Protection Agency in August 2014. The Ditches of Mathews County was a community partner in the development of that clean-up plan. The US Geological Survey accepted Carol's July 2014 request to correct the flow lines on The National Map Hydrography Dataset for Garden Creek and the breach in the Winter Harbor barrier beach. Carol is a columnist for Chesapeake Style magazine, a novelist and the President of the Chesapeake Bay Writers chapter of the Virginia Writers Club. When not researching or writing, Carol enjoys photography, genealogy and creating silver jewelry. Carol shares her home with William the Cat, who found her at the Gloucester-Mathews Humane Society.

Very informative about drainage problems that could be associated with any low-lying land masses.

Very informative and very well written. Thanks for filling us in with information of yet another case of "legal" criminal actions by our tax payer paid officials. It is truly amazing to me that the author was able to compile all of the facts included in her book, when our paid official deny its existence. Well done ..... Keep the pressure on . Pay attention to this book and spread the word, this may very well set a presidence for many other areas...

"Drowning a County" is a well researched and documented saga of how neglect by the Virginia Department of Transportation prevented proper rainwater runoff in just one Virginia county. The Middle Peninsula Planning Commission was also demonstrated to be complicit by using faulty data, obsolete maps and outdated pictures in its studies. This excellent book names the individuals in each agency and how they are trying to shift the maintenance of roadside and outfall ditches to the landowners thereby transferring the blame of polluting the Chesapeake Bay away from the government and quasi-government entities. If all governing bodies in the Chesapeake Bay Watershed followed the proposed solutions in this book, the Bay would be clear and productive again. Buy two copies of this book and give one to a member of your Town Council or Board of Supervisors.D. DavisMathews County, Virginia

I grew up off of the Chesapeake Bay in Maryland and loved all of the history and interesting facts in this book. The author did a great job explaining the scientific facts. This is an easy, enjoyable read with tons of information.

Carol did a lot of research. She has taken what could be a dry subject and brought it to life. Well written and thought provoking. A good read for anyone interested in unintended consequences due to government planning and actions.
